Some codes allow one overlay, but we generally recommend a full tear-off. An overlay hides the deck, so rot and soft sheathing go undiscovered, it adds weight, it shortens the life of the new shingles, and it can complicate manufacturer warranty coverage. Tear-off costs more upfront and is almost always the better long-term value.
Contain the water first: move belongings, put down a bucket, and if water is pooling in a ceiling, a small puncture at the low point can drain it in a controlled way rather than letting the drywall collapse. Do not get on the roof yourself, especially when it is wet. Then call for emergency tarping — the goal is stopping interior damage fast, with the permanent repair planned once things are dry.
